Data Systems Analysts, Inc. is searching for a Program Manager in McLean, VA or Huntsville, AL. The Program Manager will oversee execution and management of the Meter Data Management System (MDMS) operating environment. The Program Manager will manage the architecture and systems to collect meter data from in-field assets centralize energy use data to facilitate energy and cost saving analysis and reporting. The program will collect, assimilate, interpret, and make available to facility and energy program managers intuitive reports on energy data use for their facility as well as presenting reports and dashboards on facility energy efficiency relative to other facilities in the building inventory. The Program Manager will also lead the development of updates systems to identify and confirm opportunities for energy reduction or increased energy efficiency through improved data collection and analytics to assist facility energy managers on optimizing operation procedures, implementing best practices based on data analytics, and data to make informed decision on new energy conservation and retrofit projects. The Program Manager will be responsible for 1. Furnishing a commercial off-the-shelf (COTS) software as a single MDMS Enterprise solution to be the Army's standard for its meter data analyses 2. Providing operator training in use of the software system 3. Providing administration, operation, and maintenance of the MDMS Program's COTS solution, to include installation level interfaces of gateway devices, software upgrades as required for Internet security 4. Providing system security engineering to support the secure configuration and sustainment of the MDMS, to include devices that must interface with the MDMS in accordance with Army and Department of Defense (DoD) requirements 5. Developing the appropriate Risk Management Framework (RMF) packages for the Army's current accreditation process 6. Maintaining the current accreditation package's artifacts to include periodic reviews in accordance with the MDMS continuous monitoring requirements and no less than annually for accuracy and change management controls to support Federal Information Security Management Act (FISMA) reporting and continuous authorization under RMF 7. Develop Networthiness andor Assess-Only packages for submission to Network Enterprise Technology Command (NETCOM) or through Enterprise Mission Assurance Support Service (eMASS) for review and approval 8. Operating a call centertechnical support center for software and hardware trouble shooting issues 9. Providing secure and complete solutions for enabling legacy system compatibility with the Army-wide MDMS 10. Managing Program Quality Control (QC) to deliver products consistent with contract requirements 11. Managing the staffing plan to ensure quality identification, on-boarding, and retention of staff 12. Managing sub-contractor and suppliers according to company standards and processes and 13. Delivering program reporting and financial analysis of program metrics, deliverables, and risks. The Program Manager (PgM) shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. 1. Demonstrable and working knowledge of Section 543(e)(1) of the National Energy Conservation Policy Act 42 U.S.C. 8253(e)(1), as amended by the Energy Policy Act of 2005 (EPAct 2005) and the Energy Independence and Security Act of 2007 (EISA 2007). 2. The PgM must have seven (7) or more years of demonstrated recent relevant experience in a programproject management or supervisory capacity. 3. A minimum of five (5) or more years of recent relevant experience in the functional area of the program to be managed, and five (5) or more years of demonstrated relevant PMP experience in agile project management. 4. A minimum of ten (10) or more years of managing large complex development and operations programs that support enterprise users distributed across geographically distributed sites both CONUS and OCONUS. 5. A minimum of ten (10) or more years of managing complex system architecture, software development teams, requirements engineering, testing, security engineers, GIS systems, asset management, energy analytics, system administration and end user help desk teams. 6. A minimum of five (5) or more years of managing systems in hosted environments or Authorized Cloud Service Providers through the Federal Risk and Authorization Management Program (FedRAMP). 7. Demonstrable experience in achieving and maintaining certification and compliance with Army and DoD Information Assurance and Information Technology regulations, standards, policies, in order to maintain system Risk Management Framework (RMF) accreditation. 1. Prior successful experience serving as a manager in a client-facing role. 4. Master's degree or equivalent and 8 years of relevant experience or bachelor's and 10 years of relevant experience 5. Has already received formal training in financials for technology programs. 6. Able to supervise bright, highly educated, and energetic staff members. 7. Willing to be held accountable for outcomes. 8. AWS or Microsoft Cloud certification. 9. Certified Scrum Master with prior experience relating to AgileScrum. 10. Experience in the Army Corps of Engineers or Army IT experience 1. A technical degree (Bachelor's or higher) in a field such as computer science, engineering, or business IT. 2. Current PMP.
